Consider using a more descriptive variable name for isCompletedOrCancelled to clarify its purpose, such as isProjectInactive.

@himaniraghav3 hiding the button is good on WM side.
Please note we also need to:
- Do the same on Copilot Portal side for "New Copilot Request" at https://copilots.topcoder-dev.com/
- Filter out canceled & completed projects on the request form at "Select the project you want the copilot for"
